PURPOSE OF ROLE

  • This role is a key support to the Egypt Country HSSE Manager in ensuring Capricorn Egypt HSE objectives and related plans, procedures, permitting, and reporting is managed in accordance with internal and external requirements
  • Supports the development and implementation of plans such as Health Management and Contractor Management plans, working closely with internal and external stakeholders
  • Facilitate development of Environmental Impact Assessments necessary to operate in accordance with stakeholder requirements, working closely with Capricorn Social Performance Advisor
  • Ensure appropriate environmental management plans and controls in accordance with Company / Contactor Standards, international best practice and industry standards including IFC, Equator principles, IPIECA and regulatory requirements
  • Manage environmental permitting/licensing/consent requirements to ensure activities take place on schedule, in compliance with regulatory requirements
  • Support development of contractor plans and procedures in line with contractual deliverables
    • Monitor Subcontractors activities for compliance with approved safety procedures
    • Support Contractor in incident investigation and ensure robustness of the entire process
    • Ensure Contractors record and report accurate HSE statistics, and act as focal point for timely and quality HSE reporting
  • Develop and Support HSE Initiatives and Program implementation to achieve desired results
  • Support the reward and recognition program and monitor performance to support a positive HSE culture
  • Support HSE assurance activity, ensure audit reports, progress reports and HS&E performance reports are circulated to the appropriate stakeholders
  • Coordinate training and facilitate delivery of HSE inductions as required
  • Focal point for HSSE and Energy Transition data reporting and analysis working closely with JV, ensuring suitability of KPI’s and accuracy of reporting internally within Capricorn and to external agencies as required
  • Ensure Capricorn building HSE facilities management as it relates to building safety / equipment design / modification, inspection, and compliance with regulations and relevant standards (i.e., fire, electrical)
  • Responsible for ensuring effective control of work in Capricorn facilities

  • Ensures compliance with the above.
  • Works with Capricorn Egypt team and Contractors to develop Egypt-specific procedures where required.

Organisation resources and capability

  • Provides essential support to the Egypt Country HSSE Manager and teams in the Cairo office and where required in field locations.
  • Works closely with CSR and Social Performance advisers to ensure Environmental and Health Management plans are adequate, specific to EISHA and other related lender and regulatory requirements.
  • Provides support to HSSE team and JV on data reporting required to fulfil Capricorn reporting requirements, including the entering of data into the CR360 system and CAMMS system for operated and non-operated Egypt related data.

Stakeholders and customers

  • Identify and manage internal and external providers to develop Health Management, Environmental Management, Contractor Management Plans.
  • Oversight of contractor’s activity as it relates to HSE on Capricorn Operated sites, including office management services / building owners.

Plans and procedures

  • As part of the HSSE Team develops and plays a critical role in delivering forward plans.
  • Emergency Response Plans – working in consultation with Emergency and Security Advisor and external stakeholders to ensure adequacy of services specifically related to medical emergency response.
  • Environmental management – develop and implement management plans as required by regulatory and lender requirements.
  • Implement tailored data management and reporting plan, ensuring alignment with Corporate KPI’s and provision of data necessary to meet internal and external reporting requirements.
  • Health management – design and implement health management protocols related to Capricorn Operations and employees, whilst working with Contractors and Social Performance to ensure alignment with lender and internal requirements specific to health management.
  • Works with Contracts and Procurement as well as Operations teams (Exploration l Drilling) to ensure Contractor management processes are well defined and implemented in Egypt.

Execution of work

  • Ensures on time and to agreed quality execution of work activities, including all reports and updates.
  • Support contractors to ensure compliance with HSE requirements at Capricorn operated sites incl. office.

Monitor, report and learn

  • Monitors changes in Egyptian legislation and HSE reporting requirements on the Capricorn Egypt concessions and provides support to Contractor for exploration and production operations on development concessions.

Assurance, review and improvement

  • Will maintain the Capricorn Egypt HSSE Assurance plan is maintained up to date with regard to environmental compliance and permitting, working closely with the Country HSSE Manager (Egypt).
  • Responsible for HSE regulatory reporting process, tracking status of related notifications and close out of any related regulatory correspondence.
  • Coordinate the development and utilisation of reporting software for presenting statistical results including identification of improvements to reporting.
  • Manage the development and utilisation of simple reports for presenting data with a view to complement and enhance analysis, reporting, communication and targeted HSE strategies that are easily understood and cater to a wide target audience.

EDUCATION/EXPERIENCE/SKILLS REQUIRED

Education

  • Relevant experience and knowledge of HSE management and legislative requirements, specifically health, building facilities, CSR data reporting and environmental management.
  • A University degree would be preferred in a relevant subject i.e. Degree in HSE related subject, with knowledge of Health Information Management, HSE, Risk Management, Statistical analysis and reporting.
  • Understands and is familiar with the Egyptian permitting and consents regime of oil and gas projects including seismic acquisition and drilling.

Relevant Experience/ Skills 

  • Has worked in the oil and gas sector before.
  • Is familiar with the lifecycle of oil and gas projects both onshore and offshore CAIRN ENERGY PLC 3.
  • Understanding of industry defined HSE data standards and legislative reporting requirements.
  • Has experience in health management, specifically as it related to Emergency response and planning.
  • Experienced in building / office facilities HSE management and control of work.
  • Is fluent in English and Arabic.
  • Is competent in all Microsoft tools as well as can quickly assimilate the knowledge of other software’s and reporting tools.
  • Is fluent in English and Arabic.
