Purpose of Role 

  • Ensure that all Health, Safety, Security and Environmental (HSSE) matters related to the Mexico asset are managed in line with the Corporate Responsibility Management System (CRMS).
  • Management, coordination and control of HSSE related permitting and approval processes in Mexico.
  • Management and coordination of third party contractors delivering services to the asset in an HSSE context and representing Capricorn Energy Mexico at regulatory, governmental and industry body meetings and workshops.
  • Management of security contractor to deliver adequate journey management services throughout the operational areas. 
  • Support all operated and non-operated projects within the Mexico Asset.

Areas of responsibility

Management System

  • Maintain close involvement with colleagues and assets to assist in the implementation of the Cairn Corporate Responsibility Management System (CRMS) within Mexico operations ensuring these comply with local legislation and group policies. Demonstrably upholding and promoting HSE behaviours in line with company Principles, Policies and Procedures.
  • Provide input to support development and maintenance of the regional procedures and management system
  • Provide support and updates to facilitate alignment of regional management system with the CRMS.

Reporting & Performance

  • Facilitate collection, interpretation and reporting of any relevant HSE related data
  • Initiate and follow up of well project’s HSE campaigns
  • Conduct ABC, modern slavery (MS) and human rights (HR) audits on contractors as well as general HSSE compliance audits throughout the planning and execution phases of projects.

Permitting and Approvals

  • Maintain good relationships with Mexico regulators, including ASEA, CNH and SENER
  • Ensure all approvals for operated and non-operated projects are presented on a timeline and managed through to completion in collaboration with project teams and the Edinburgh office.
  • Attend meetings and workshops with the regulators and third party contractors to ensure Capricorn Energy Mexico are fully compliant with the requirements and actively involved in dialogue with stakeholder related to our activities.
  • Provide support and local knowledge on social impact and social investment plans.


  • Act as competent HSE focal point for the specific projects
  • Work flexibly to support all functional activities as required
  • Provide statistical report to functional management in Edinburgh at defined timescales
  • Ensure office and occupational health requirements are implemented and reviewed and in line with legislation and building owner procedures.
  • Participate as a member of an Incident Response Team in the event of an emergency on operated projects.


  • Manage the workflow of third party contractors in completion of work packages related to the HSSE function of the Mexico Asset.
  • Management of security contractor to deliver adequate journey management services throughout the operational areas.
  • Attend HSSE committee AMEXHI meetings and ensure Capricorn Energy Mexico are fully involved with committee workflows.

Skills/Experience Required


  • Degreee in relevant technical discipline 

Relevant Experience/Skills

  • Extensive prior experience gained in a HSE advisory role in Mexico with an Oil and Gas Operator across seismic, drilling and operating activities
  • Thorough knowledge and experience of implementing HSE Plans, Procedures, Methods, Reporting, training in Mexico.
  • Thorough knowledge and experience of offshore operational permitting and approval stakeholders and processes in Mexico, especially the ASEA management system requirements.
  • Accident / Incident Investigation competence.
  • Adept at Planning, Organising, Coordinating and Communicating
  • Experience of MS Office
  • Experience of working in an international context
  • Experience of working with in a demanding operating team environment, and demonstrating a strong awareness of HSE and risk management issues
  • Familiar with interpretation of environmental impact and risk assessments and identifying actions as required  
  • Experience from participating in Emergency Response Organisation
  • Experience from planning and execution of HSE matters in drilling operations
  • Experience from auditing drilling contractors and service companies including ABC, MS & HR
  • Experience with HSEQ activities related drilling operations in environmental sensitive areas
  • Fluent in Spanish and English (Written and Oral)
